ZUSAMMENFASSUNG
Der Artikel präsentiert die vom Innovationsausschuss beim Gemeinsamen Bundesausschuss geförderte OpenNOTES-Studie. Im Rahmen der Studie wird die Möglichkeit einer patientenseitigen, digitalen Einsicht in die klinischen Behandlungsnotizen ihrer Gesundheitsdienstleister (Open Notes) untersucht. Während international positive Effekte von Open Notes auf das Patienten-Empowerment und die Behandlungsergebnisse nachgewiesen werden konnten, fehlen für den deutschen Versorgungskontext entsprechende Wirksamkeitsnachweise. Die quasi-experimentelle Studie kombiniert daher quantitative und qualitative Methoden, um den Einfluss von Open Notes auf patientenberichtete Outcomes wie das Patienten-Empowerment zu bewerten. Zudem werden organisatorische, technische und rechtliche Möglichkeiten und Bedingungen untersucht, um Open Notes in die Regelversorgung zu implementieren und mittels des Einsatzes von Künstlicher Intelligenz die Patientenorientierung zu optimieren und personelle Ressourcen zu schonen.
ABSTRACT
This article presents the OpenNOTES study, which is funded by the Innovation Committee of the Federal Joint Committee. As part of the study, the patient-side digital access to the clinical treatment notes of their healthcare providers (‘Open Notes’) is being investigated. Although the positive effects of Open Notes on patient empowerment and treatment outcomes have already been demonstrated in other international contexts, there is currently a lack of corresponding evidence of effectiveness in the German healthcare context. The quasi-experimental study thus employs a mixed-methods approach to evaluate the impact of open notes on patient-reported outcomes, such as patient empowerment. Furthermore, the study investigates the organizational, technical, and legal possibilities and conditions for integrating Open Notes into standard care, with the aim of optimizing patient orientation and conserving human resources through the use of artificial intelligence.
