Summary
Rehabilitation is a task of society as a whole, as is prevention and the total complex
of health promotion. The WHO definition of rehabilitation clearly shows that the main
goal is the social integration of disabled persons. For this sake, an intensive cooperation
of all health professions involved is necessary in the fields of medical, occupational
and social rehabilitations.
As soon as these professions have realized the necessity of closer cooperation and
have put this insight into practice, rehabilitation will be on the right way, leading
away from reduction and back to conduction.
Specialized medicine has made outstanding achievements, but now it is vital to bring
together these achievements on a broader basis and to make them accessible to larger
target groups. This is where state health promotion must perform the social political
task of creating an appropriate framework and incentives for the supportive promotion
and development of holistic medicine and health care.
Zusammenfassung
Wie die Prävention und wie der gesamte Komplex der Gesundheitsförderung ist auch die
Rehabilitation eine gesellschaftliche Gemeinschaftsaufgabe. Die WHO-Definition der
Rehabilitation verdeutlicht, dass das Hauptziel in der sozialen Integration behinderter
Menschen zu sehen ist. Dazu bedarf es einer engen Zusammenarbeit aller involvierten
Berufsgruppen auf den Gebieten der medizinischen, beruflichen und sozialen Rehabilitation.
Wenn die beteiligten Berufsgruppen die Notwendigkeit einer intensiveren Kooperation
erkannt haben und diese Einsicht vermehrt in die Tat umsetzen, dann sind wir auch
in der Rehabilitation auf dem richtigen Weg, der von der Reduktion zur Konduktion
führt.
Die spezialisierte Medizin hat hervorragende Leistungen gezeitigt. Jetzt aber gilt
es, diese Errungenschaften auf noch breiterer Basis zusammenzuführen und für einen
noch größeren Personenkreis von Rehabilitanden nutzbar zu machen. Hier ist die gesellschaftspolitische
Aufgabe der staatlichen Gesundheitsförderung gefragt, die durch die Schaffung geeigneter
Rahmenbedingungen und Anreize die Entwicklung einer ganzheitlichen Medizin und umfassenden
gesundheitlichen Versorgung fördern muß.
