Ökonomische Implikationen der Suchttherapie: Die europäische Perspektive

Zusammenfassung

Der Drogenkonsum und seine Folgen ist in Europa und weltweit ist mit erheblichen Gesundheitsproblemen und sozialen Kosten verbunden. Die Wirksamkeit einer Reihe von Suchtinterventionen konnte nachgewiesen werden, aber gemessen am Bedarf sind die Behandlungsressourcen begrenzt. Von politischen Entscheidungsträgern, Behörden und Behandlern wird verlangt, dass sie immer wirksamere Behandlungsinterventionen einsetzen, aber gleichzeitig die Kosten senken. Für eine fundierte Auswahl von Interventionen, die sich auf nachweisbare Kosten und entsprechende Ergebnisse stützt, sind ökonomische Suchttherapie-Analysen von zentraler Bedeutung. Dieser Aufsatz ist ein ökonomischer Statusbericht der Drogeneinrichtungen in Europa; er bietet (1) einen grundlegenden Überblick über die wichtigsten Richtlinien zur Methodik ökonomischer Evaluationen und (2) eine Zusammenfassung der Ergebnisse und Schlussfolgerungen aus zwei bedeutenden Literaturübersichten neueren Datums. Darüber hinaus will er die Diskussion über Lücken und Herausforderungen in diesem wachsenden Bereich anstoßen, ein Bereich, mit dem Europa gegenwärtig als auch in nächster Zukunft konfrontiert ist.

Abstract

Drug use and its consequences are associated with substantial health problems and social costs in Europe and worldwide. A number of addiction interventions have been proved to be effective, but resources for treatment are limited relative to the need. Policymakers, regulators and treatment professionals are continually required to provide more effective treatment interventions while lowering costs. Economic analysis of drug use interventions play a central role in informing choices based on demonstrable costs and resulting benefits. Through (1) a basic review of the key methodological principles of economic evaluation, and (2) a summary of the findings and conclusions from two recent major literature reviews on the field, this essay provides a status report on the economics of drug use services in Europe. It is also aimed at opening the discussion about the gaps and challenges that Europe is facing, now and in the near future, in this growing field.
